The Manchester Police Department says a mother is facing charges after officers found two children locked in a hot vehicle. Police had responded to a call from EKU of Manchester. They found a three-year-old and a one-year-old locked in an SUV. Police say the children were strapped in car seats and were not wearing clothes. Officers unlocked the SUV and got the children out. The outside temperature was 77 degrees, but police say the inside of the vehicle was “a whole lot hotter”. Officers say the SUV was turned off with the air conditioning off and the windows up. The children’s mother, Whitney Elam, was found inside EKU. She was arrested and charged with two counts of endangering the welfare of a minor and two counts of wanton endangerment. Police say the children were alone in the SUV for 25 to 30 minutes. They were placed in protective custody. Elam was lodged in the Clay County Detention Center.
