Laurel County Sheriff John Root says an investigation led to the arrest of two parents. Deputies were called out to an apartment complex near Corbin on a complaint about possible child abuse. Officers found a 13-month-old child with infected cigarette burns on her backside. She was taken to St. Joseph-London and later taken to UK Medical Center in Lexington for treatment. Two people, identified as the child’s biological parents, were arrested. 26 year old Thomas Lee Tallon and 26 year old Jessica Mae Sams both face criminal abuse charges. Later while they were being processed at the Laurel County Detention Center, Sams was found to have needles, suboxone and suspected meth on her. Sams was also charged with promoting contraband.
