The Laurel County Sheriff’s Office says deputies arrested a man who was driving under the influence and had drugs in his possession. Deputies found 30 year old Richard Osborne parked in the middle of York Shire Estate Road. They say he could not hold his head up. When deputies asked Osborne to get out of his vehicle, he refused and began yelling and cursing. He then told deputies that he had shot up heroin and was about to shoot up another syringe of heroin before they got there.They also found Osborne had what they believe crystal meth, heroin and a bag of syringes. Osborne was taken to the Laurel County Detention Center.
