The Whitley County Sheriff’s Office says a tip led deputies to find three young children living in unsanitary conditions. Deputies responded to Reverend Gene Young Road for a welfare check and found roaches in and around food and discovered the home did not have running water. Three children, ages 4, 3, and 1, were removed from the home by social services. Deputies charged 30 year old Heather Clark and 19 year old Carlton Douglas with three counts of endangering the welfare of a minor. Investigators say Clark and Douglas are not the parents of the three children but they were in charge of caring for them.
